CITY OF DURHAM: Seeks Organizations to Apply for $2 Million to Help Unsheltered Residents

City of Durham issued the following announcement on July 18.

August 24 Application Deadline; Free Durham Continuum of Care Memberships Now Available

Durham organizations in need of funding to assist people experiencing unsheltered homelessness are now invited to apply for more than $2 million in federal funds to support their efforts.

The City of Durham Community Development Department has received notice from the U.S. Department of Housing and Urban Development (HUD) that local organizations are now eligible to apply for $2,062,266 to help reduce the prevalence of unsheltered homelessness, and improve services engagement, health outcomes, and housing stability among highly vulnerable unsheltered individuals and families. 

Project applications for consideration of these funds are due to the City’s Community Development Department by 3 p.m. on Wednesday, August 24. Project applications must be submitted through ZoomGrants. Submissions must include a copy of the project application from HUD’s online application portal; a letter certifying that required matching funds will be provided; and a letter certifying that the applicant has read the Durham Continuum of Care (CoC) Interim Rule; the Supplemental Notice of Funding Opportunity (NOFO); Durham’s CoC Governance Charter; and that the applicant will participate in Durham’s Coordinated Entry System and contribute to the development of the CoC’s Plan for Serving Unsheltered Homeless People. A workshop recording about this funding opportunity is also now available for on-demand viewing on the Durham CoC website. 

The City’s Community Development Department will release the scorecard used to evaluate and rank project applications on August 12 after the scorecard is approved by the Durham CoC Performance Management Committee. Completed project applications, a community-wide Collaborative Application, and a Priority Listing of Durham’s recommended projects is due to HUD by 8 p.m. on October 20. 

The City’s Community Development Department is also inviting community agencies and people who are experiencing or have experienced homelessness to join the Durham CoC, which is organized to coordinate local efforts to address housing and homeless issues and to reduce homelessness. Membership is available at no cost. Durham’s CoC is composed of representatives of organizations including nonprofit homeless providers; victim service providers; faith-based organizations; governments; businesses; advocates; public housing agencies; school districts; social service providers; mental health agencies; hospitals; universities; affordable housing developers; law enforcement; organizations that serve homeless and formerly homeless veterans; and homeless and formerly homeless people.
