CITY OF RALEIGH: Affordable Housing Bond Supports Expansion at Healing Transitions

City of Raleigh issued the following announcement on Oct. 8. 

Voters passed the Affordable Housing Bond in November 2020. The total bond amount of $80 million will be utilized in stages over the next five years. This year, $24.8 million of the bond will be committed toward creating and sustaining affordable housing development in Raleigh.

Due to the city’s population growth and effects from the COVID-19 pandemic, there is an increased need to provide services for those who face housing barriers or instability. This can include substance use, lack of income, poor or lack of rental history, or other factors. Working to serve this population is Healing Transitions. Healing Transitions is a local non-profit organization that offers innovative peer-based, recovery-oriented services. These services are offered to the homeless, uninsured, and underserved individuals with alcoholism and/or other drug addictions.

High demand and limited space can often lead to program participants sleeping on floor mats. Combined with COVID-19 protocols, there is an urgent need to expand the Healing Transitions facilities. The City will contribute $3 million in bond proceeds toward an expansion and renovation of its men’s campus, adding 110 beds. The funds will also allow for expanded living and program spaces to better serve the community.

"Without the support of the Affordable Housing Bond, we wouldn't be able to do this much-needed expansion," said Chris Budnick, Executive Director of Healing Transitions.

"We're going to be able to add 110 beds to our men's campus which will allow us to get men off the floor into beds. It will allow us to resume providing overnight emergency shelter, and it will increase our infrastructure to support 290 men." 

In addition to local nonprofit support, bond funding will be used for the following activities during the 2021-2022 fiscal year: 

  • The City will purchase sites near future transit corridors, such as the Bus Rapid Transit; 
  • Tax credits will be issued to developers to help build new affordable housing units, including those that serve residents with 30% of the Area Median Income (AMI); and
  • The City will continue to preserve existing affordable housing units throughout Raleigh.
