City of Durham Announces New Budget Director

City Manager Wanda Page has named Christina Riordan as the director of the Budget & Management Services Department.

Riordan has served as the interim director of the Budget and Management Services Department since late March 2023. Prior to serving as the interim director, Riordan served as the assistant director of the department since 2021. In 2017, she began her career with the City when she joined the department as a budget coordinator. 

Over the course of her career with the City, Riordan has been responsible for the development and oversight of the City’s more than $600 million annual budget and $300 million capital improvement program (CIP). She manages 17 staff in the execution of the annual budget, capital planning, financial reporting, program evaluation, participatory budgeting, and the Office of Performance and Innovation which houses strategic planning, performance management, the annual resident satisfaction survey, and continuous improvement initiatives.

Before joining the Budget and Management Services Department, Riordan served as the school finance and development director of the Casa Esperanza Montessori Charter School in Raleigh and as the executive director of the Orange County Rape Crisis Center in Chapel Hill. 

Riordan received her Master of Public Administration from the University of North Carolina at Chapel Hill and her Bachelor of Arts in English from the Harpur College of Arts and Sciences at Binghamton University, State University of New York. 

The appointment for Riordan is effective immediately.
