HCA Healthcare joins North Carolina specialty Medicaid plan led by Blue Cross NC

HCA Healthcare has become the first hospital system to join North Carolina’s new Children and Families Specialty Plan (CFSP), a Medicaid Managed Care initiative designed for children, youth, and young adults currently or formerly served by child welfare services. The plan is set to launch on December 1, 2025, with Blue Cross and Blue Shield of North Carolina (Blue Cross NC) managing it under the name Healthy Blue Care Together.

The CFSP aims to provide seamless, integrated health care statewide for eligible individuals, including behavioral health services. The program will allow members to maintain relationships with their doctors even if they move across the state due to changes in placement.

Greg Lowe, CEO of Mission Health and Mission Hospital, commented on HCA Healthcare’s involvement: “We are proud to participate in the Children and Families Specialty Plan network and its innovative approach to delivering care for children and families served by child welfare services. These children and their families are among some of the most vulnerable in our state and they deserve our support. This partnership reflects HCA Healthcare’s ongoing commitment to improving health outcomes for all and strengthening the communities we serve.”

Angela Boykin, CEO of Blue Cross NC’s Medicaid Managed Care plans, stated: “We are thankful to have HCA Healthcare join us in this important work to improve the health and well-being of children, youth and families currently and formerly served by  child welfare services. HCA has shown its commitment to our state and supporting a strong and healthy future for children in foster care. We encourage hospital systems across the state to join us in serving the state’s most vulnerable children as we prepare for Dec. 1, 2025, launch.”

At launch, Healthy Blue Care Together will cover about 32,000 eligible individuals. The plan will also enroll children of these populations while their parents remain enrolled. A second phase will expand eligibility to include Medicaid-eligible families of CFSP members.

Blue Cross NC serves more than 4.2 million members throughout North Carolina as an independent licensee of the Blue Cross and Blue Shield Association.
