Durham opens public comment period for draft FY2026-2027 Annual Action Plan

The City of Durham announced on Apr. 23 that residents can review and provide feedback on the Draft Fiscal Year 2026-2027 Annual Action Plan, which outlines how federal housing and community development funds will be used from July 1, 2026 through June 30, 2027.

The opportunity allows community members to influence decisions regarding the allocation of funds received from the U.S. Department of Housing and Urban Development (HUD), including Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) Consortium, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA).

According to the city’s announcement, HUD notified Durham on April 3 of its final entitlement amounts for fiscal year 2026-2027. The city expects to receive $1,900,653 in CDBG funds, $995,941.18 in HOME funds, $170,218 in ESG funds, and $1,037,322 in HOPWA funds.

Residents may review digital copies of the draft plan at the City of Durham Housing & Neighborhood Services Department website at https://www.durhamnc.gov/4607/HUD-Annual-Funding-Documents or access physical copies at several locations: Housing & Neighborhood Services Department at City Hall Plaza; City Clerk’s Office; Durham County Clerk’s Office; and Durham County Main Branch Library.

Comments on the draft plan can be submitted online via a provided link until May 22. For further information or assistance under the Americans with Disabilities Act to participate effectively in city government activities related to this process, residents are encouraged to contact Durham One Call no later than forty-eight hours before any event or deadline.
