The City of Durham announced on April 6 that road and lane closures are scheduled throughout the American Tobacco District as part of ongoing waterline and sanitary sewer replacement work. The city thanked residents and businesses for their patience during this period, noting that additional project information is available online.
The update outlines a detailed schedule for closures and construction activities affecting Blackwell Street, Mangum Street, Roxboro Street, Pettigrew Street, and Dillard Street over the next two weeks. The work is planned to occur between 7 AM and 7 PM each day, with some weekend activity scheduled for April 11 and April 18.
Water service connections along Blackwell Street are being coordinated with the American Tobacco Campus. Work near the Durham Bulls Athletic Park has also been planned in consultation with campus management and the Durham Bulls organization to ensure construction concludes by 4 PM on home game days.
During construction periods, traffic control signs will be used to manage lane shifts and closures. Flaggers will help maintain traffic flow at key intersections such as Mangum and Dillard. Access to nearby businesses will remain open; however, on-street parking in certain areas will be temporarily closed. Noise levels above current city ordinances are expected during working hours.
No disruptions to water or sewer services are anticipated for most affected streets during these operations. Detours will be in place where necessary—particularly eastbound Dillard Street—which will redirect vehicles via Mangum Street, Morehead Avenue, and Roxboro Street while ensuring continued access to parking facilities and the Durham County Justice Center.
