The City of Durham announced on April 21 that several road and lane closures will take place over the next two weeks as part of the American Tobacco District Waterline Replacement Project. The city said work will affect multiple streets, including S. Mangum Street, Blackwell Street, Roxboro Street, Dillard Street, Pettigrew Street, and Jackie Robinson Drive.
The updates are important for residents and businesses in the affected areas because they may experience traffic delays or changes to normal routes. The city has asked for patience from those impacted by these necessary infrastructure improvements.
Starting Wednesday, April 22, S. Mangum Street between Bill Bell Way and S. Dillard Street will be reduced to one lane between 9 a.m. and 4 p.m., lasting about three weeks while contractors install new waterlines across the street. The open lane may change daily based on construction progress. Outside these hours, two lanes will remain open.
During the week of April 20-24, Blackwell Street will have road and lane closures to accommodate waterline installation and pavement restoration; pavement may be rough until repairs are finished. Similar work is planned for Mangum Street between Dillard and Jackie Robinson Drives with daytime closures requiring detours via Ramseur, Fayetteville, and Jackie Robinson Drives. Access to businesses will be maintained throughout all phases of construction.
On weekends when work is scheduled—April 18-19—construction crews will focus on Blackwell St., Mangum St., and Roxboro St., with noise levels expected above city ordinance limits during working hours (7 a.m.–7 p.m.). On-street parking in certain areas will be closed temporarily.
