CITY OF DURHAM: Announces New Chief Financial Officer

City of Durham issued the following announcement on Jan. 28.

In his new role with the City of Durham, Flora will assist the City Council, City Manager, and City Departments with the management of financial resources and activities including debt and cash management, payroll, vendor payment, financial reporting, purchasing, general billing, and revenue collection in addition to coordinating risk management activities such as claims administration and employee safety programs.

“I am excited to have Tim join our organization in such an important role since our Finance team ensures the adequate and timely provision of funds for our organization’s operations,” said City Manager Page. “Tim’s leadership experience in municipal as well as county governments in North Carolina made him a wonderful fit for this role, and I know he will be a tremendous asset to our organization and the City Council.”

Prior to joining the City’s Finance Department, Flora has served as the finance director for the Town of Knightdale since May 2019, where he led efforts to develop, execute and manage the Town’s financial resources as well as ensured financial integrity and accountability of the Town’s annual operating budget. Flora also managed six staff members in the execution of Town’s budget, capital planning, treasury, financial reporting, risk management, purchasing, collections, accounts payable, and payroll.

Prior to serving in Knightdale, Flora served as the chief financial officer and director of the Buncombe County Government Finance Department from 2015 to 2018. He also served as the director of Information Technology, business officer II, audit and financial reporting manager, and internal auditor for Buncombe County Government from 2007 to 2016. Prior to joining Buncombe County, Flora served as an accountant/auditor for Gould Killian CPA Group, P.A. from 2006 to 2007, and as an account manager for Collins & Aikman Corporation from 1999 to 2005.

Flora received a Master of Accountancy from Western Carolina University, a Master of Public Administration from American University as well as a Bachelor of Arts in Public Relations and Journalism from Bob Jones University. He is also a graduate of the Municipal and County Administration Course from the University of North Carolina at Chapel Hill School of Government.

He is certified public accountant, certified internal auditor, and a certified government chief information officer.

Flora is the current Finance Committee Chair for the Carolina Resource Center for Eating Disorders and a past member of the Accountancy Advisory Board for Western Carolina University. He is also a past member of the National Committee on Accounting, Auditing, and Financial Reporting (CAAFR) for the Government Finance Officers Association (GFOA).

His appointment is effective on Monday, February 28, 2022
